The Bird of prey with a CCTV camera replacing its head is meant to embody this idea of a silent spectator following your every move. Made even more effective when tied to the relationship we have with birds. We see birds everywhere and yet sometimes pay no notice to them circling above our heads, a similar relationship to ours with CCTV.
